Blair calls for European leader elected (AFP)

London (AFP) - former Prime Minister Tony Blair Thursday warned the EU that elle should elect a leader or face to be left in place by the emerging countries.

The Chief of the newspaper The Times, said former Labour party unless the adopted block "strong, collective leadership and direction", he eventually fled in the wake of China, the India and the Brazil.

Blair shrugged off public fears about more passing control in the hands of the institutions of the EU and called for a change in the perception of the role of the block of one as a peacemaker to one as a world superpower.

"For Europe, the essential thing is to understand that the only way you will get support for Europe today is not on the basis of a sort of post-war considers that the EU is necessary for peace," he said.

"For the generation of my children, it is just a bizarre argument." They don? t see as a real threat.

"What they can completely understand, is that in a particular world in which China will become the dominant power of the 21st century, it is reasonable for Europe to combine together, to use its collective weight to achieve the influence", he added.

The former leader source of discord, which was once considered a possible candidate for the position of President of the European Council believes that the responsibility of an elected leader given concerns about concentration of power.

"If you want to have a debate on the direction of Europe it seems to me very difficult to have Europe-wide, except if you have a few ways by which people choose something that is at the European level, in the nature"he says."

"Us have weight and influence a country like Britain needs unless we are part of this European power thus", he added.

Radical proposal for Blair, who admits has "no chance of being accepted at the present time", would see a leader who represents the interests of the EU on the world stage while at the same time chairs the union of the Member States.

Blair urged the completion of the single market and common policies on energy, defence, immigration and organised crime.

With regard to the "Spring of Arabic" uprisings courses, the Middle East Envoy warned that deeply rooted change required to implement to ensure that the disorder is not diverted by extremists.

"This is a situation in which you certainly need a plan," he said.

"If you get a situation where people get the right to vote, but no other change, no job, and then two or three years down the other line say that Islam is the answer." "If our task is not step to be spectators," he warned.

Trichet ECB: several European economic powers next step in the crisis (Reuters)

Aachen (Germany),-(Reuters) - Europe should consider strengthening central control of economic policy if the efforts to deal with its debt crisis does not put results, President of the Central Bank européenne, Jean-Claude Trichet, said Thursday.

By accepting a prize for his contribution to European unification, Trichet set out ideas, including the formation of a European Union Department of finance and a right of veto for the authorities of the EU on spending and other major domestic policy decisions.

"As a first step, it is justified to provide strong financial assistance under a program of adjustment," Trichet said. "But if a country is always step deliver, I think that all would agree that the second stage must be different."

"He would go too far if we considered, at this second stage, giving much deeper euro area authorities and authority say in the formation of the political economic country if these deteriorate mislead."

European policymakers struggle to a new set of aid for the Greece, which should include the fresh new loans, commitments of austerity and privatization rajouteraient, potentially supervised from the outside.

In a speech to Singapore on Thursday, Chancellor Angela Merkel reiterated requests for the Germany for a better coordination of European economic policies.

"In the new concept, it would be not only possible, but in some cases mandatory, in the second step for the European authorities - namely the Council on the basis of a proposal by the Commission, in liaison with the ECB - make their own decisions applicable in the economy concerned," Trichet said.

"Is a way that it could be imagined for the European authorities have the right to veto certain decisions of national economic policy.". This mission could include major posts tax expenditures and the essential elements for the competitiveness of the country. ?

Research in the long term, he suggested that a Department of the Central Finance would be adapted with the existing single market, single currency and the single Central Bank.

Not necessarily a Ministry of finance which manages a large federal budget." But a Ministry of finance which would have direct responsibilities at least three areas: first of all, the monitoring of budgetary and political policies of competitiveness.

"Then, all typical responsibilities of the Executive in what concerns the integrated EU financial sector."

"Third, the representation of the Trade Union Confederation in international financial institutions.".

European stocks climb on hopes of deal of Greece (AP)

Frankfurt, Germany - pink stocks European Tuesday on the hope that a new aid deal took shape to prevent the Greece by default on its debts and the decline in unemployment in Germany, noted the strength of the largest economy in the euro area.

The index of blue chip German DAX 30 closed 1.8% at 7,287.91, then that FTSE 100 Britain increased from 0.8% to 5,988.84 after a holiday closure Monday. CAC 40 traded France 1.5 percent higher to 4,002.93.

EU offer officials few details on what were described as talks heated, but markets digest as preliminary view outlined by the European Central Bank top official Lorenzo Bini Smaghi. He indicated that the Greece may need euro60-70 billion in new funds, and half of that could come from privatization and measures for Greek banks to roll over the current holdings of Government liaison. The other half would be additional loans from the countries of the euro and the Monetary Fund International.

A deal would not solve deeper economic problems of the Greece but at least remove the fears of an imminent default last week fueled by the IMF would retain more loans unless the country funding is guaranteed for a full year ahead of news.

Greece, currently supported by European billion set last year of EU - IMF emergency loan was to return to funding itself on the bond market next year. As the time seems unlikely that its economy continues to deteriorate, and the country needs now a second shot of money to pay its debts.

Part of the eurozone for the new assistance, some euro20 billion, would still need approval of the Member countries. Greek banks, however, could probably be persuaded to renew their assets expiring Greek bonds since a default or restructuring could inflict significant losses on their balance sheets.

"While this could be a big ask for foreign debtors, it is much easier to see Greek as banks accepting an agreement,"said economist RBS Jacques Cailloux."."

Such subversion would not change the terms of binding and therefore is not considered by default or an involuntary stretchout payments, perspectives categorically opposed by the European Central Bank. The ECB, said that it could lead to turbulence in the market and damage the Greek and European banking system.

Germany, however, continues, its strong economic performance by reporting an unemployment rate of 7.0% in may, down 7.3% the previous month. The country benefits high growth, led by exports and investments in new machinery and equipment. Inflation in the euro area, in the meantime, slightly relaxed in May.

The euro strengthened Tuesday to $1.4374, 0.6 per cent on the day.

In Asia, Japanese Nikkei 225 stock average increased 2% to close at 9,693.73. Industrial production rose a modest 1 percent in April, after declining record from 15.5% in March, when the country's economy was violently by supply disruptions in the wake of the twin disasters. But the Government also said factory output - a key to the economic health of the Japan barometer - resume speed in the coming months.

Chinese 苏童 shares snap an eight-session losing streak as the Chinese yuan closed at a high record level of 6.4845 USD, the drawing of the investors in the hope to draw progressive satisfaction of the Chinese currency.

Oil of reference for July delivery was up $2.09 at $102.68 US per barrel in electronic trade on the New York Mercantile Exchange. The contract settled last up to 36 cents to $100.59 Friday. The United States markets were closed Monday for the day of remembrance for vacation.

Report the European Union: shields China 1 trillion dollars on the market (AP)

BEIJING - Opaque auction laws, pure and simple patronage and other practices by China effectively bar foreign companies from winning public contracts, a market equal to one-fifth of China's economy, a group of European companies, said Wednesday.

A study by the Chamber of Commerce of European Union in China adds to growing complaints from major trading partners that foreign companies are treated unfairly in the huge Chinese market and growing. Public procurement are particularly important, because government agencies play a major role in the economy, as funders and referees for submissions, said the Chamber of the EU.

Bidding on government procurement, "every step of the process, you have defects and difficulties with room for a non-equal playing field," President of the Chamber, Jacques de Boisseson said at a press conference. A European information technology executive cited in the study said the tender process "may seem pure protectionism and it's really frustrating."

Even after three decades of free market reforms, the Government and State-owned enterprises dominate vital elements of the Chinese economy. Study of the House of the European Union supports a broad interpretation of the involvement of the State, public contracts defining as including all infrastructure projects of certain purchases made by public companies and public institutions.

By this measure, the study estimates that China's Government procurement totals 1 billion dollars, or 6.8 billion yuan, or a year - about 20 per cent of the overall economy.

In trying to win public contracts, foreign companies often have difficulty obtaining information on the conditions of submission, the study said, while the practices set out in laws and regulations are implemented unevenly, often through local businesses.

Procurement became one of several prominent irritants in relations of China with partners in recent years commercial, as the size of the Chinese market soared while developed economies dark. The authoritarian Government has used potential access to the growth of the market as leverage, the development of policies to persuade multinationals to turn technology and open several factories and research facilities.

Preferences granted to domestic firms through policies and procurement have drawn complaints from large multinationals and American, Japanese and European governments.

Washington filed a record in the World Trade Organization last year challenging grants China gives managers clean energy of the complaint that allows them to sell solar and wind power unfairly low-priced equipment.

In the example cited by the study of the House of the EU, the wind turbine manufacturers face rules requiring that 70% of the wind farm equipment had to be taken locally - a requirement some interpreted strictly local governments that Chinese manufacturers from other provinces were sometimes excluded. Although Beijing branded the requirement of last year, some Governments are apparently continue to apply, the study said.

The study is not the name of names. But Vestas Wind Systems A/s for the Denmark, the more wind manufacturer had difficulty to give competing elbow side Chinese to China and on behalf of increasingly faces abroad.

"It seems that we are never"national"enough," the study cites an Executive for manufacturing wind power said.
